I'm from Southern Ontario, Canada and swarming on our Thanksgiving (2nd weekend of October) would be way too late in the year...

Would this have been a possibility for this fellow in Tennessee, or is it too late there too? This might explain the gentleness of a group of bees out and about (any time of year)

And, to the person who said that swarming bees will sting...
You're absolutely right! If the swarm has been looking for a new nesting location for long enough they'll be running out of stored (only a tummy full) honey and can get pretty testy.
